Cascade City Council voted on Oct. 13, 2025, to proceed with bonding for the Third Avenue Southwest and Hayes Street Southwest reconstruction project and to enter into a professional-services agreement with MSA to design the work.
Jake, a staff member presenting the plan, recommended a 10-year bond with the option to pay it off earlier when callable, and suggested a seven-year rotation for major street projects to reduce the backlog. "I think to start with, it would be best to just bond for the 10 years," Jake said, noting the goal of creating a routine funding cadence for street projects.
Councilmember Delaney moved to proceed with the project financing and to approve the professional services agreement; Councilmember Weber seconded both motions. The council voted by roll call to authorize bonding and to approve the agreement with MSA. Staff said the work will include replacing an undersized 4-inch water main, like the one near the Rice hydrant with poor flow, replacing sanitary lines in-kind, and replacing storm sewer in-kind with limited upsizing only where feasible. The design will include a 31-foot roadway, 5-foot sidewalk on the west side of Hayes and north side of Third Avenue to improve ADA compliance, and an option for concrete or asphalt to follow the city's ordinance.
Staff said design work will be completed this winter with an anticipated bid opening in March and construction next season. Council asked staff to review opportunities to upsize specific storm segments to support future projects and to evaluate intake geometry to improve capture where needed. The council approved a professional-services agreement with MSA to begin design work and move the project toward bidding.
