Castle Dale — The City Council voted Thursday to revise the employee handbook, combining vacation and sick leave into a single paid time off (PTO) system, clarifying accrual tiers and carryover limits, and confirming that accrued PTO will be paid out on termination.
City staff said the changes fix prior payroll calculation issues and align accruals to the fiscal year (July 1 to June 30). The handbook updates set tiered accrual rates (tier 1 through tier 3) and limits for carryover; staff said the total annual accruals across tiers remain essentially the same as under the former vacation/sick structure.
The council also addressed a specific payroll instance: an employee moved from full time to part time and earned accrued time that staff recommended be paid at termination. Council members indicated they would approve the payout as part of implementing the handbook changes.
Councilmember Julie Johansson moved to approve the handbook changes; the motion was seconded and approved by voice vote. Staff said they will implement the changes with the payroll system (Polaris) and ensure carryover and payout calculations match the updated policy.
