Castle Dale — The City Council on Thursday adopted Resolution 10925, requiring a $150 refundable security deposit for new utility hookups or when an existing service account is transferred to a new name.
City staff told the council the $150 figure was chosen because one billing cycle averages about $70 and the second billing would bring typical unpaid balances above $150; the deposit is refundable if there is no outstanding balance when service ends. The rule will not apply to current customers who have already paid a security deposit, though the resolution requires customers whose service was shut off for nonpayment and who have not previously paid a deposit to pay the security deposit before service is restored.
Councilmember Emily Mills made the motion to approve the resolution; it was seconded, and the council approved the measure by voice vote. City staff said the deposit policy is intended to protect the city and its customers from unpaid balance shifts when properties are sold or service names are changed.
The council opened and closed a public hearing on the deposit policy at the same meeting; no substantive public testimony was recorded during the hearing. The measure was adopted as Resolution 10925 and will be administered by the city’s utility billing office.
