Town awards $3.065 million in bids for 2025 road and utility reconstruction project

Town staff recommended and council approved awards for the 2025 infrastructure improvement project, a multi-component reconstruction that covers five streets and related underground work.
Public Works Director Eric Davis told council that staff solicited bids for asphalt/base replacement, water and sewer replacement, stormwater relining and additional drainage installation for Phillips Street, Looms Way, Calhoun Street, Pine Knoll Street and Monroe White (Tom Hall to Academy Street). The overall estimated project cost was $3,270,000; the low bids total approximately $3,065,000.
Council approved awarding the water and sewer work to CK Contracting for $2,203,475; the stormwater work to ThermoForm Inc. for $205,364.75; and the roadwork to McAteer Design for $657,000. Davis said the stormwater and roadwork components will be funded through previously approved budget amendments; the water and sewer component (about $2.2 million) will be funded by a budget amendment appropriating cash reserves to be brought back to council in October (two-meeting amendment process).
Council members asked about sidewalks; staff said Monroe White sidewalk sections will be largely replaced because underground work runs beneath them and noted sidewalks can be as costly as roadwork. Staff estimated the work would not take a prolonged period once contractors mobilize.
Council approved the award motions and staff will return with the funding amendment for the water and sewer work at the next scheduled meeting.
