Greenville City Council approved a series of ordinances and resolutions, including a $77,000 appropriation for construction of an inclusive playground at Cleveland Park, repeal and replacement of Board of Zoning Appeals bylaws, several property annexations, adoption of budget items for the South Carolina Technology and Aviation Center and a franchise ordinance allowing Loomis Fiber of South Carolina LLC to install telecommunications facilities in city right-of-way.
A city staff member speaking about the playground said, “Tonight's appropriation is an additional 77,000 to construction of the playground that brings our total private donations to $1,400,000.” The staff member said the new Brooks Playground spans more than 10,000 square feet, is 85% shaded, adds restrooms, increased parking and two shelters, and that an opening event is scheduled for 4:30 p.m. on Monday with a public opening the following day.
Developers Anthony Gallo and Anna Gallo introduced a separate annexation request for a property on Deering Street and described a planned affordable housing project. Anthony Gallo said the project is “coming in somewhere between 28 and 34 units” and indicated the team is seeking local historic designation and to preserve the existing building where feasible.
Council also approved an ordinance to repeal and replace the bylaws of the Board of Zoning Appeals and to remove duplicate bylaws text from chapter 2, article 4, division 6 of the city code. Mary Douglas, staff, told council the BZA bylaws were last updated in December 2004 and that the rewrite aligns procedures with the Greenville Development Code adopted in July 2023, clarifies public-hearing time limits (applicants 10 minutes, public 3 minutes, applicant rebuttal), and establishes a cutoff for correspondence.
Other approved items included:
- Annexation of approximately 0.44 acre at 3119 North Pleasantburg Drive (BG zoning).
- Annexation of approximately 0.89 acre at 14 Deering Street with RC-2 zoning (developer introduced project during public comment).
- Annexation of about 0.29 acre on Jenkins Street and adjacent right-of-way with RNA zoning.
- Adoption of the FY2025 amended operating budget and FY2026 operating budget for the South Carolina Technology and Aviation Center board and acceptance of the FY2024 auditors’ report.
- An ordinance granting Loomis Fiber of South Carolina LLC the right to construct and operate wireline telecommunications facilities in the city's right-of-way with compensation to the city in accordance with South Carolina law.
- A resolution repealing and adopting new bylaws for the City of Greenville Planning Commission.
Clerk roll-call votes recorded ayes for each ordinance and resolution listed above. Where roll call was taken, the recorded yes votes included John DeWerkin, Lillian Fleming, Ken Gibson, Will Brasington, Russell Stahl, Dorothy Dow and Mayor Knox White. No formal no votes or abstentions were recorded in the roll calls printed in the transcript.
The council also made several appointments (Greenville Housing Authority and the Youth Commission) and offered remarks remembering the one-year anniversary of Hurricane Helene and thanking city staff and first responders for the citywide response to that event.
