Greenville City Council voted to annex approximately 26.58 acres at 205 Arcadia Drive into the city and to assign a CV zoning designation, an ordinance the council approved by roll call vote during its meeting. Supporters said annexation will give the city jurisdictional oversight and improve emergency response access to the Greenville Transit Authority maintenance facility located there.
John Slipsky, treasurer of the Greenville Transit Authority board, told the council, “For GTA, the principal benefit of the annexation is significantly improved access to emergency response services and enhanced public safety for the Greenlink employees.” He also told the council the GTA board approved a resolution on July 21 supporting the annexation and clarified that GTA holds title to the Arcadia property and intends to continue operating the facility as it does today.
The planning commission had previously raised questions about property ownership; Slipsky said title reviews, surveys and plats confirm the Arcadia property is not part of the Washington Heights neighborhood and that Greenville County donated the land to GTA in August 2020. He said the property’s development included stormwater infrastructure, monitored by THEC and a third-party consultant, and community amenities including green space, a playground and a school memorial.
The ordinance before council specified the property’s annexation and the CV zoning designation. The clerk recorded a unanimous roll-call vote in favor of the ordinance; the council’s recorded yes votes were John DeWerkin, Lillian Fleming, Ken Gibson, Will Brasington, Russell Stahl, Dorothy Dow and Mayor Knox White.
The council meeting record shows supporters emphasized public-safety and operational continuity; Slipsky and GTA representatives said operations and community commitments will not change if the property becomes part of the city. The council also referenced the broader context for the facility—including grant funding and the authority’s broader facilities strategy—without altering the ordinance language.
The annexation ordinance was approved and will enter the city’s code with the CV zoning designation. The council did not set additional conditions in the ordinance text and recorded no amendments at the meeting.
Clerk will file the adopted ordinance and the city will update zoning maps to reflect the annexation.
