Richmond Board of Public Works approves minutes, claims, two contracts and a curb cut; questions raised on single quote for Cummins work

The Board of Public Works and Safety of the City of Richmond met Oct. 9, 2025, and approved routine business including minutes from the Sept. 25 meeting and $238,000.55 in claims, along with several contracts and a curb-cut petition.

The board voted orally to approve the Sept. 25, 2025, minutes and the claims for payment of $238,000.55. No roll-call vote totals were recorded in the transcript; each item passed on a voice vote after a motion and second.

Rachel Sams, executive administrative coordinator (reading into the record for the mayor's office), presented professional services agreement No. 1482025 with Train US Inc. She said the agreement continues a three-year arrangement to provide annual services and maintenance for the water-cooled chiller at the municipal building, including seasonal startup and quarterly inspections, and that the agreement will be extended through Aug. 31, 2028. The board approved the contract on a motion and second.

Marion Stevens, administrative resource officer for the Richmond Police Department, asked the board to renew two handicap parking sign requests for 1440 South Fourth Street and 2220 Grand Boulevard, saying, "I have personally inspected both locations and status of it. Of each has not changed, and I would ask that you approve the request for renewal." The board approved the renewals by voice vote.

DL Bozel of the Richmond Street Department asked the board to approve contract No. 1552025 with Cummins Electric Incorporated in the amount of $17,400 "to hook up a new sign printer and some general housekeeping." During the discussion a board member asked, "I didn't see where you got quotes from anybody else. Did you only get 1 quote on this?" Bozel replied that the department had reached out to other vendors but received no responses and that one vendor was unavailable because of school work. The contract was approved on a motion and second.

The board also approved a curb-cut petition for Lot No. 87 at Glen Hills Drive, a new-construction parcel recorded to Dickinson Homes Inc.; the planning department signatures on the petition included Aaron Stevens and Dustin Purvis. Board members chose to approve the curb cut after a motion and second.
