The Richmond Parks and Recreation Board on Oct. 9 approved an internal category transfer of $13,437.33 from a capital account (the McBride account) into parks miscellaneous revenue to help with 2025–26 cash flow needs.
Board members heard from Parks Department staff that a revised city budget will go to Richmond City Council by the end of the next business day, followed by committee review and a committee-as-a-whole meeting scheduled for the 15th at 7 p.m. in council chambers. Staff described the schedule as compressed and said the transfer would help with cash-flow pressure going into the new budget year.
Nut graf: The transfer is a short-term bookkeeping move, intended to increase the department’s miscellaneous cash balance ahead of council review of the city budget. Staff repeatedly framed the action as a measure to smooth cash flow, not as a permanent program change.
Board discussion and staff comments focused on accounting corrections and small-line adjustments. A parks staff member said she had found a few ledger entries placed in unusual general-ledger lines (including a $20 deposit posted to reservoir boat storage) and was working with city finance to correct them. The parks staff estimated auction proceeds of about $8,500 would post to miscellaneous funds but cautioned those receipts can take time to route through city systems.
Votes at a glance: The board moved, seconded and approved the transfer of $13,437.33 from the McBride capital account into parks miscellaneous revenue. Procedural motions to amend the agenda to add an item and to approve the minutes were also moved, seconded and approved. The meeting was later adjourned by unanimous voice vote.
Administrative follow-ups requested by the board included: a corrected copy of the financials once staff completes ledger adjustments and additional detail on any material corrections for members before the next meeting.
Ending: Staff indicated the finance committee would meet in the days after the council filing to review specifics and that the council would hold a public hearing on the budget later in the month. No additional formal budget actions were taken by the Parks Board at this meeting beyond the transfer.
