Karen Hunter, a resident of subsidized housing in Fremont County, addressed the commissioners to request help and to warn of ongoing problems she described at properties managed by Cardinal Capital LLC.
Hunter said Cardinal Capital is a foreign corporation headquartered outside Colorado and that, in her view, the firm has a record of “mismanagement” in the county’s HUD‑subsidized properties. She told commissioners she has researched the company’s filings at the Colorado Secretary of State and intends to deliver a joint letter to HUD and the secretary of state documenting noncompliance. Hunter said many residents at the property she lives in are elderly or have serious disabilities and that she is worried about their safety and housing stability.
“I will deliver my letter, and I will email you with a copy of that letter,” Hunter told the board. She said she believes the company could be declared delinquent with the state on Oct. 31 and asked the county to review the issue.
Commissioners accepted the comment; no staff report or formal county action was taken during the meeting. The commissioners asked staff to take Hunter’s contact information and indicated they would pass her materials to the appropriate offices for review.
