Commission approves adding Elders and Maple City drives to Maple City Industrial Park reconstruction and to pursue CCMG matching funds

The Goshen Redevelopment Commission on Oct. 14 voted to add Elders Drive and Maple City Drive to an existing combined roadway reconstruction package for the Maple City Industrial Park area and approved seeking Community Crossing Matching Grant (CCMG) funds to match a city contribution.
Adelund of Goshen Engineering briefed the commission. Staff said the industrial area (generators of TIF revenue) contains several roadways in poor repair and that combining work into a single, larger CCMG-style reconstruction would likely produce better unit pricing. The commission had previously planned the other streets in the capital plan; staff proposed expanding that scope to include the two additional streets so the package could be bid together.
Staff reported that INDOT had announced in August that the maximum CCMG award would be reduced from $1.5 million to $1.0 million. With the revised figure, staff said the combined roadway work could be completed with a $5.0 million contribution from the Redevelopment Commission plus the matching CCMG award for about $6.3 million total; staff said the final estimate and project details will be refined in design and are expected to decrease slightly as engineering completes the estimate.
The commission also authorized the mayor to sign a funding-commitment letter based on the final CCMG submission. Commissioners discussed phasing and coordination with other planned work (for example Century Drive and College Avenue utility relocations) to avoid closing too many roads at once.
A motion to approve adding the two drives, the revised costs for the combined reconstruction, and to authorize the mayor to sign the financial commitment letter was made, seconded and passed unanimously.
