Commission authorizes RFP for Riverrace Drive final segment and Parking Lot K expansion design

Goshen staff requested and the Redevelopment Commission approved issuing a request for proposals to design the final segment of Riverrace Drive and an expansion to Parking Lot K at Third and Washington to support utility relocations and construction bidding.
The redevelopment commission on Oct. 14 authorized staff to issue a request for proposals for the final segment design of Riverrace Drive and for an expansion design of Parking Lot K at the southwest corner of Third and Washington. The design work will produce construction drawings, resolve utility relocation needs and support the bidding process, staff said.
Staff described the Riverrace scope as the remaining stretch from the East–West alley north to Washington Street, converting an earlier one-way alley into a two-way local street. For Parking Lot K, staff said the city had acquired and demolished two residential properties to allow a planned expansion westward to Riverrace Drive. Staff warned that additional right-of-way would likely be required from a property owner north of the East–West alley because widening may affect parking for tenants upstairs in an adjacent law office; the estimated right-of-way expense is already in the capital plan.
A commissioner moved to issue the RFP as requested; the motion was seconded and passed unanimously. Staff said the resulting design will be used to plan utility relocations, finalize construction scope and advertise bids when ready.
Staff also noted that preliminary plans exist but full design is required to finalize contract documents and to ensure proper accommodations for utilities and parking.
