Commission approves Change Order No. 7 for Alliance Road; adds $17,020 and 21 contract days

The Goshen Redevelopment Commission voted unanimously on Oct. 14 to approve Change Order No. 7 for the County Courts roadway consolidation project (Alliance Road), adding $17,020 to the contract and granting 21 additional contract days, city staff said.
Dustin Saylor, Director of Public Works Utilities, described why the change order was needed. A CCTV inspection performed before road widening revealed that some lots lacked sanitary sewer services or water laterals. Because the contractor was already working in those areas, staff recommended adding the missing laterals now rather than returning later. Saylor also said the city took a credit for some pretreatment stormwater structures that were not necessary because of discharge to an existing retention basin.
Saylor said the change order responds to multiple utility conflicts encountered during construction; the 21 additional contract days were negotiated because of those conflicts. He reported the change order increases the contract by $17,020 and that the cumulative contract increase is 2.93% to date.
Commissioners asked about how change-order percentages are reported. A commissioner noted state statute allows change orders up to 20% of a contract and that the department tracks how close projects are to that statutory threshold. Saylor said department practice is to track overall percent change to ensure projects remain within statutory limits and internal benchmarks.
A motion to approve Change Order No. 7, including the monetary adjustment and time extension, was made by Commissioner Megan Hessel, seconded by Commissioner Jonathan Graber, and passed unanimously.
Saylor said paving and milling were expected later in the week, subject to contractor scheduling and remaining utility work.
