Redevelopment Commission forwards 113 W. Jefferson proposal to staff, extends 908 N. Sixth RFP 30 days

The Goshen Redevelopment Commission on Oct. 14 acknowledged a single proposal for 113 West Jefferson/233 South Main from Serenity Property Management and voted to forward the submission to city staff and legal for review. Commission members also extended the request-for-proposals period for 908 North Sixth Street for 30 days after receiving no full-price offers by the deadline.
The proposal for 113 W. Jefferson was described in the meeting packet as submitted by Stephanie Hondrich (associated with GoDance and a Lincoln massage studio). Commission discussion noted a purchase price of $242,500 with renovation costs estimated between $175,000 and $200,000, for a total project investment in a range described in the packet as approximately $417,000 to $442,000. Staff said Hondrich is not a nonprofit and that the project would therefore be a tax-generating property if completed.
Commission leadership asked for two volunteers to sit on a selection committee to review proposals; Commissioners Megan Hessel and Brett volunteered during the meeting. The commission will await legal and staff review of the submitted proposal and then the selection committee will meet to evaluate it.
On the 908 North Sixth Street property, staff reported that full-price proposals were due that day and none were received. The commission directed staff to keep the RFP open for an additional 30 days and said it will refer any new proposals to the Board of Works on Nov. 13 before returning them to the commission.
No formal price adjustments, contract terms or selection decisions were made at the Oct. 14 meeting; staff said the next steps are staff/legal review and selection-committee evaluation. The commission did not adopt any redevelopment agreement at this meeting.

Looking ahead, staff said they will be in touch with the proposer and the commission once the selection committee has reviewed the materials.
