County attorney staff requested the executive session under Colorado Revised Statute 24-6-402(4)(b) and (e) (as stated at the meeting) for privileged legal consultation and negotiation instruction. A motion to enter executive session passed 4–0 with one absence, and the commissioners then recessed for a brief break before the land-use portion of the meeting.
