The Adams County Board of County Commissioners approved a subdivision replat (PRC 2025-00008) on Oct. 14 to split approximately 39 acres in the Rocky Mountain Rail Park—Lot 11 A—into three lots of roughly 10 to 13 acres. The board also granted a waiver from subdivision design standards to permit the three new lots to be served by an existing private roadway rather than separate direct access points onto U.S. Highway 36.
Greg Barnes of the county’s Community and Economic Development Department summarized staff review, saying the replat conforms to the Rocky Mountain Rail Park PUD and that referral agencies including the Colorado Division of Water Resources and Colorado Geological Survey raised no concerns. Staff noted the site is within the Colorado Air and Space Port subarea plan and has a future land-use designation of community hub; airport influence zone restrictions limit residential uses on the parcel.
Barnes told commissioners the private roadway collects traffic to a single point of access to Highway 36, which staff and the applicant considered preferable to multiple driveways along the highway. The application drew no public comments in the referral period and a planning commission public hearing resulted in a 7–0 recommendation for approval. The board approved the replat and the waiver with seven findings of fact, one condition and two notes; the motion passed 4–0 with one absence.
Applicant Mike McClintock (Rocky Mountain Industrials) said infrastructure and access already exist and that a prospective buyer is under a purchase agreement for the eastern lot. Staff indicated the waiver will allow the development to use the existing private road network and reduce the number of direct access points on Highway 36.
