The Angola Planning Commission on Oct. 13 adopted a resolution finding that an amended tax-increment financing (TIF) plan prepared for the Angola Redevelopment Commission conforms with the City of Angola comprehensive plan and forwarding a positive recommendation to the city council.
Planning staff outlined the proposed changes to the city's existing TIF district, saying the amendment expands the commercial and right-of-way areas along U.S. 20 and into targeted downtown blocks to enable infrastructure projects and development incentives. Staff said parcels were removed where appropriate (for example, single-family residential properties) and added where utility improvements and redevelopment potential exist.
Crystal Welch, a consultant with Aben Marsh (contracted to advise the redevelopment commission), described the process and legal mechanics: the redevelopment commission adopted a declaratory resolution and a confirming resolution will follow after additional public hearings with taxing units. Welch said the amended plan includes a parcel list and GIS mapping the county will use to track incremental tax revenue when development occurs. She emphasized that, under Indiana's TIF framework, such funds are intended for local public improvements and noted the plan contains a 25-year sunset provision.
Staff described prior limited use of the city's existing TIF funds (citing bridge signage paid during the COVID period) and explained the rationale for expanding the district rather than creating a new TIF: existing captured increment (staff said the most recent balance was in the several-hundred-thousand-dollar range) can be available for near-term projects while the expanded district may increase future capacity for incentives. During discussion commissioners cited downtown infrastructure needs including water-line replacement and lead-pipe concerns.
Commissioners asked procedural questions about voting. Staff advised a single motion to adopt the written resolution is sufficient; the resolution itself enumerates required actions (find that the amended plan conforms to the comprehensive plan, approve the plan for planning commission purposes, direct the secretary to file the resolution in the minutes and forward a recommendation to city council).
A motion to adopt the resolution as presented passed on a voice vote. The planning commission's affirmative action forwards the amended TIF plan and the commission's recommendation to the city council; the record shows the redevelopment commission will hold a public hearing with taxing units before the confirming resolution and county notices are completed.
Staff and the consultant identified next steps: final adoption by city council, a redevelopment commission public hearing that includes taxing units (library, schools, county), delivery of parcel lists and GIS mapping to the county for tax administration, and continued legal review by the city attorney and redevelopment counsel. The planning director encouraged commissioners to attend the redevelopment commission meeting where staff expects the confirming resolution and the annual report will be presented.
