Roads update: culvert and ditch requests, Highway 9 yard cleanup, bridge work and a requested private crossing

County road and engineering staff provided the board with routine maintenance and project updates on Oct. 14 and asked for direction on a private crossing request.
Assistant foreman Alex Lingle reported operations and noted crews preparing for winter work orders. A landowner raised a 2022 request to replace a culvert on the north side of a bridge near Larry and Gail Pearson’s property on P64; staff said they would look up the request and follow up. Staff also acknowledged requests to clean ditches along Prairie 9’s east side and said they would inspect the area.
Board and staff discussed a problem area at the Highway 9 junk yard; staff said the Department of Natural Resources issued orders and that county plans include installing security cameras with law enforcement to deter dumping. Staff did not provide a firm installation date but said cleanup and camera plans were in place.
County staff reported ongoing projects: concrete and guardrail work on the Sexton-area bridge (guardrail expected to be installed and bridge open once complete, subject to weather), pavement-marking progress, and entrance work to the Crayle Wildlife Area in Riverdale Township with estimated county costs to be tracked. The board asked whether increased detour traffic from the Highway 18 project (MacGregor detour) would be compensated by DOT; staff said a detour agreement is in place and compensation is estimated from traffic counts and fuel-tax formulas.
Engineering staff described a private-requested crossing (tile crossing) at 350th Street by landowner Rodney Jensen; staff said paperwork is being prepared and asked whether the board would permit a verbal approval pending completion of paperwork so the landowner could proceed. The board agreed that staff may give a verbal go-ahead if all paperwork is provided and complete documentation will return to the board.
Staff also explained culvert-liner and slope work at Western Hills where trees had to be removed to access deteriorating culverts; staff said they will seed disturbed areas before potential flooding.
Ending: Staff said they will inspect the culvert and ditch requests, proceed with paperwork for the private crossing once complete, track costs for the Crayle Wildlife Area entrance, and follow up on camera installation timing for the Highway 9 site.
