Staff presents inventory showing Monroe owns 238 parcels; majority kept for strategic uses

Jeff Wells, acting for city management, presented an informational report on Oct. 14 showing the city’s first consolidated inventory of city-owned parcels.
Wells said staff identified 238 parcels citywide and categorized them into six groups to help track ownership and potential disposal or continued retention. He reported the categories and counts as follows: 160 parcels in the category “keep property currently in use or strategic reason to keep for future use,” 35 parcels categorized as part of a brownfield site redevelopment area, 27 in a green category identified as having no strategic reason to keep, and 7 parcels acquired as part of the Concord-area redevelopment project. Wells also described small, triangular parcels he recommended dedicating to public right-of-way as appropriate.
Wells said the inventory was developed with department input and Monroe’s GIS staff and will be maintained as transactions occur; he gave the example of a recent closing that will be reflected in the inventory that week. When asked whether the inventory would be publicly accessible, Wells said the city has provided lists to some parties and that it will be publicly accessible.
A council member asked whether the inventory identified opportunities for greenway or park expansion; Wells said he had not identified any parcels specifically for that purpose as part of this inventory effort but offered to follow up and look for opportunities.
Council received the item as informational; there was no council vote to take action on parcel disposition at the meeting.
