The Goshen City Board of Public Works and Safety unanimously approved Resolution 2025-25 authorizing two lease agreements and a license agreement between Elkhart County and the City of Goshen. Under the agreements, Goshen City Court will occupy part of the historic Elkhart County Courthouse and the Goshen Fire Department administration will occupy another portion; the license agreement permits Elkhart County use of certain downtown fiber-optic conduit.
City legal staff presented the resolutions and asked for board approval. A board member asked how insurance requirements in the leases would be funded; the board member said they would "presume they would come from the board of works," noting the matter had not been discussed previously. Staff agreed to follow up to determine funding responsibility. The board then voted and approved the resolution unanimously.
The packet attached the lease and license language; no dollar amounts or insurance cost figures were discussed on the record at the meeting.
