Board approves downtown street, alley, sidewalk and parking closures for events and construction

The Goshen City Board of Public Works and Safety on an undisclosed September date approved a series of temporary closures downtown for an October festival, led repairs and building work and a one-day construction activity.
The board voted unanimously to close the half block of East Washington Street from Fifth Street to the alley and to allow access to and partial enclosure of the alley next to Electric Brew for the First Bridal Harvest Fest on Oct. 3, from 3 to 9 p.m. Neil King of iDart Creative Studio, representing First Bridal, told the board organizers will require barricades and that businesses had been informed; he said they do not intend to close the Art Alley itself but want access to the alley areas on both sides of Main Street.
The board also unanimously approved a temporary closure of the southeastbound lane, adjacent parking spaces and sidewalk in front of the Haddell Building at 210 E. Lincoln Ave. to allow La Casa to replace a main water service the week of Oct. 6–11. Brad, a representative for La Casa (last name not provided), said the submittal includes a certified traffic-control plan and engineered drawings. Goshen Engineering staff member Anderson said the aerial mapping in the packet was out of date and that the applicant must show signage or a taper to direct traffic; the board made final approval contingent on engineering epartment sign-off on the final plan.
Unique Siding asked to close a small portion of sidewalk and an alley at the GoDance Building, 113 E. Lincoln Ave., for trim and lift work during the week of Oct. 20; Lynn McCullough of Unique Siding said the work should take about three days. The board approved that closure unanimously.
Building department staff requested two parking spaces each in front of 201 S. Main St. and in front of 211–213 S. Main St. for Yaw Construction for Friday, Sept. 26, at 10 a.m., to allow crews to pour footers in a basement vault. Building commissioner Myron Grice said he had consulted with nearby businesses to minimize impact; the board approved the request unanimously.
The board recorded motions and votes for each item; each approval passed on a unanimous voice vote.
Less-critical details: organizers will supply barricades for the Harvest Fest; the Art Alley itself will remain open; the La Casa lane closure is contingent on engineering epartment approval of the final traffic-control plan; the contractor will provide required signage for lane tapering as noted by engineering staff.
