Clerk‑Treasurer Jan Jones introduced Budgetary Ordinance 2025‑18 on Oct. 6, 2025, to authorize an additional appropriation into the rainy‑day fund to cover payout of comp‑time banks, overtime and related payroll taxes.
Jones said the council and staff have been preparing for the payout and that the matter requires two meetings before a final vote. She said the current payout estimate was under $500,000 and that a recent calculation showed $490,000 for the payout itself; the introduction includes an additional $50,000 for FICA and $50,000 for PERF to cover employer tax obligations. Jones said any unused funds would roll back to the rainy‑day fund or be transferred back.
The ordinance was introduced by title only; councilors were told staff would return for a final vote at the second October meeting.
