The Ellis County Commission voted unanimously 3-0 on Oct. 14 to approve Resolution 2025-17, granting Conditional Use Permit (CUP) 2527 to allow trailer, RV and boat storage at a parcel described as 0 Toulon Avenue in Ellis County.
Justin Craig, environmental services director, presented the application and said the joint planning commission had recommended approval on Sept. 24 with conditions, including coordination with the county noxious-weed program to prevent weed transfer and attention to drainage and traffic concerns. Craig noted neighbors raised questions about signage and driveway access.
Commissioners questioned access widths and vehicle turning space. One commissioner requested a 40-foot pull-off; staff noted a recommendation of at least 65 feet for off-road pullout before the facility gate to allow vehicles to clear the highway. Documents supplied to the commission included photographs of similar facilities at other locations.
After discussion, a motion to approve “Resolution 2025-17 to approve CUP 2527 to allow trailer RV and boat storage on the described parcel of land located at 0 Toulon Avenue, Ellis County in Kansas” was placed on the floor and passed by recorded voice vote: yes 3, no 0, abstain 0.
Action details: the resolution and CUP approval were adopted; planning and zoning conditions noted during the joint planning commission hearing remain applicable and staff will monitor compliance with noxious-weed mitigation and drainage requirements.
