Motion: Approve city council meeting minutes dated Sept. 23, 2025, as presented.
Outcome: Approved unanimously. (Motion and second recorded; "All in favor? Aye." noted.)

2) Approval of invoice register dated Oct. 9, 2025
Motion: Approve the invoice register dated Oct. 9, 2025, as presented.
Outcome: Approved unanimously. (Motion and second recorded; unanimous vote.)

3) Adoption of Ordinance 2025-10 — Comcast franchise
Motion: Approve Ordinance 2025-10 granting a franchise to Comcast of Utah, Inc., to operate and maintain a cable system in Kamas City, with one change to the franchise-area definition (it should reference the incorporated portions of the city as of the effective date and any additions thereto by annexation or legal means).
Outcome: Adopted unanimously. Council asked staff to correct clerical issues in the agreement (page numbers) and to finalize the signature pages.

For each adopted item, city staff will complete the agreed clerical follow-ups and proceed with execution or record-keeping as appropriate.
