The ordinance passed with a change to the “franchise area” definition so it reads that the franchise area “shall mean the incorporated portions of the city as of the effective date and shall also include any additions thereto by annexation or other legal means.” Council members also asked for clearer page numbers and a more specific description of what constitutes “reasonable notice” for residents when construction activity would affect streets or require service interruptions.
