Franklin City commission certifies sergeant and lieutenant lists, promotes Jacob Heine

The Franklin City Police Commission on Oct. 7 approved two resolutions certifying the results of recent promotion testing and advanced a sergeant promotion, the commission said.
Resolution 2025-01 certified the sergeant candidate list with Jacob Heine listed first and Daniel Collins second. Resolution 2025-02 certified the lieutenant candidate list with Sergeant Ryan Mears first, Sergeant Matthew Smiley second and Sergeant Brian Oliver third. Both resolutions passed on voice votes during the public meeting.
The commission also approved a motion to promote Jacob Heine from acting sergeant to sergeant. The promotion was moved and seconded during the meeting and approved by the commission. The chief said Heine has been filling the sergeant role for about a year while assigned to a vacancy.
In other personnel business, the chief reported that Sean Collins has been hired and will begin employment with the department on Nov. 3.
The commission president and the city attorney explained that the commission’s rules allow selecting from among the top three names on supervisory promotion lists rather than being strictly required to appoint the top-scoring candidate for every vacancy, though the chief requested the top-ranked candidate for this promotion.
Commission members signed the certified promotion lists before adjourning. The certified lists will remain in place for the next promotion cycle unless superseded by a later resolution.
