Council approves opioid settlement participation, wage plan, CDBG grant and several land-use items

CDBG grant and anti-displacement plan: Council accepted a $171,250 Community Development Block Grant (CDBG) award from the Oklahoma Department of Commerce for intersection work at Seventh and University and Twelfth and University, authorized moving forward on procurement and noted that environmentals were complete. The council also adopted the program's residential anti-displacement and relocation assistance plan for the project.
Bridge inspection contracting: Council approved a routine resolution accepting that ODOT will manage bridge-inspection contracts on the city's behalf for the 04/01/2026–03/31/2028 cycle.
Plats and conditional use permits: The council approved a final plat for HPH Investors Lindenwood Phase 7, a conditional use permit for a commercial kitchen/oven installation at 109 W. Lost Street, and a conditional use permit for a cell tower near the end of Shady Creek Road; planning staff had recommended approval of these items with supporting engineering documentation on setback and collapse radius for the tower.
