Ada County procurement staff opened proposals and public construction bids during the board's Oct. 7 meeting and asked the board to table award decisions pending staff evaluation and recommendation.
Openings included RFP 26001 for the county’s CAMA and property tax systems (eight proposers: Almentum Technologies; Catalyst PAX and Grama Incorporated; DevNet; BSRI Canada; Harris Govern; QualiGroup Incorporated; Revenue Solutions Incorporated (RSI); and Tyler Technologies). Procurement staff requested the award recommendation be tabled to Feb. 10, 2026 to allow adequate time for evaluation, interviews and demonstrations; the board approved tabling to that date.
The board also opened Bid 26002 for Barber Park Greenbelt Improvements (six responsive bidders) and requested the award be tabled to the Oct. 21, 2025 meeting so staff can complete bid review and make a recommendation. The total-bid figures (base plus $40,000 owner’s contingency) reported at opening included: Barrier Building — $311,000; Bridal Incorporated — $319,900; Hawkeye Builders Inc. — $439,500; La Riviera Inc. — $292,158.50; Sunny Bridal Construction LLC — $230,678.75; Windsphere Construction LLC — $365,000.
Staff also opened rebid Bid 26005 for the county victim services stairs and ramp (five bidders; base plus $10,000 contingency): Bulldog Excavation — $299,900; EKC Inc. — $611,113; Moreno & Nelson Construction Corp. — $294,925; Optimum Build Group — $322,150; Wright Brothers Building Company — $400,050. The board tabled award of that project to Oct. 21, 2025 for staff review and recommendation.
In each case the board approved staff requests to allow sufficient time for evaluation. The board recorded motions to table awards and set the dates noted above.
