Council enacts consent items, adds supplemental agenda and schedules public hearing on utility/post-construction ordinance

At its Oct. 14, 2025 meeting, the Hartford Court of Common Council approved multiple procedural and consent items, added supplemental agenda items, and scheduled a public hearing on an ordinance affecting post-construction street and sidewalk safety.
The council voted to suspend the rules to add supplemental agenda items 7.1 and 7.2. The suspension motion passed on roll call.
The council approved the minutes of Sept. 22, 2025. Members placed a series of mayor- and council-introduced resolutions on the consent calendar and approved them after removing item 6.6 (redevelopment of 110 Washington Street) for separate action. Consent items approved included write-offs of receivables, appointments to the Internal Audit Commission and to the Board of Education equity and funding task force, and property transfers to Habitat for Humanity for four owner-occupied residences and a proposed transfer of two city-owned lots for two-family development.
The council placed several items on the received calendar, including committee reports and postponed items, and referred multiple items to standing committees: the Department of Health and Human Services item on tracking food-service contractors for senior meals (Lattes Kitchen) to Health and Human Services; a grant for dock repairs at Riverside Park and Mortensen Plaza to Public Works, Parks, Recreation & Environment; and budget transfers and a Board of Education appropriation item to the Operations Management, Budget and Government Accountability Committee. The council also referred appointments to the Zoning Board of Appeals to the Planning, Economic Development and Housing Committee.
The council postponed ordinance 5.1 (an ordinance amending chapter 31, article 3, sections 31-87 and 31-95 of the municipal code to preserve safety of streets and sidewalks post-construction) to Oct. 27, 2025, and set a public hearing for Oct. 20, 2025, at 7 p.m.
Item 7.2 — a mayoral resolution authorizing a one-year contract (11/01/2025–10/31/2026) between the Department of Health and Human Services and Community Renewal Team to provide crisis response services for a Hartford initiative — was placed on the consent calendar and approved (the consent calendar vote excluded item 6.6).
