Board reviews proposed rule development: safety, volunteers, nutrition and charter policy updates

Polk County School District staff presented a grouped set of proposed rule‑development changes to board policy on Oct. 14, covering school safety, volunteer background screening, school nutrition and a major rewrite of the district’s charter‑school policy.
District attorney and policy staff said many proposed edits reflect recent state legislation and updates from the district’s policy vendor. Griffin, presenting policy updates, told the board the school safety and security policies and emergency‑management language had been revised to reflect Senate Bill 1470 and to incorporate updated Florida Department of Law Enforcement (FDLE) reporting requirements. She also said training requirements for school security guards align with local sheriff’s office training standards.
Two policies that drew board attention concerned volunteer access and a new optional provision to allow school chaplains on campuses under specified conditions. Superintendent Hyde said the district would require chaplain candidates to complete a training module before campus access is permitted; board vice chair Sharpless asked for clearer draft language explaining how the superintendent would evaluate chaplain qualifications.
School nutrition policy revisions consolidate prior vending and competitive‑food policies into a single school nutrition policy that references federal Smart Snacks guidelines and clarifies meal‑charge and negative‑balance practices. The board asked staff to clarify a 30‑minute window before and after lunch for fundraising sales and to refine language so principals and nutrition staff retain flexible procedures rather than overly prescriptive policy language.
Staff also previewed a substantial rewrite of the district’s charter‑school policy. The revision removes verbatim statutory text from the policy, points the policy to Florida Statute 1002.33 and related statutes, and adds provisions about charter‑school access to district student‑information systems, coordinated screening and progress‑monitoring results, and new disclosure requirements for charter governing boards. Staff said they would provide a redline and a clean copy (the clean copy had been included in meeting materials) and follow up with legal clarification on contractual implications.
No policies were adopted at the Oct. 14 workshop; staff said the proposed revisions are slated for public notice and a Dec. 9 public hearing and that several technical clarifications would be returned to the board before final adoption.
