Selectmen approved budgets and warrant amounts presented by department leads: emergency management at $66,700; economic development at $7,800; recreation department at $325,006.55; government buildings at $332,655; highway department at approximately $1,000,006.67; transfer station at $616,009.35; vehicle and equipment maintenance at $309,500; and cemetery at $74,009.58. Motions to approve each line item passed by voice vote with "Aye" responses.
The board authorized the police chief to implement 12‑hour shifts for officers under the statutory exemption referenced in RSA provisions for first responders, noting the change is an exception to the employee handbook and will be managed by the chief. "I'll make a motion to authorize the chief to manage his agency with 12 hour shifts for his staff," a selectman said; the motion passed.
Selectmen approved a motion to offer town employees three tiered medical plan options intended to provide lower‑cost choices for employees and lower employer costs; staff will work with the insurer to implement the change. The board also approved a one‑year fuel contract with C.N. Brown (Irving model not used) for number‑2 heating oil at $2.72 per gallon, diesel at $3.09 per gallon and gasoline at low rack plus $0.27; the contract runs through next July and a motion to authorize the town administrator to sign the contract passed.
The board permitted the library to pursue a New Hampshire State Library grant of $2,200 to conserve an illustration by David MacPhail; that motion passed by voice vote. Two intent‑to‑cut timber notifications for Map 133 Lots 40 and 41 were approved. Water and sewer warrants totaling $13,763.41, $23,005.27, and $92.26 were approved. Meeting minutes from Oct. 6 were approved.
Other approved administrative actions included authorization for optional medical plan tiers for employees, designation of Matt Sawyer as the municipal records committee designee, and a motion to post a court order (Ossipee Revitalization Group v. Board of Selectmen) on the town web page after the chairman read the court order. The board also voted to close Moultonville Road for Halloween/trick‑or‑treating (closure parameters to be posted) and approved sealing the nonpublic session 1 minutes under RSA 91‑A:3, II(e).
Most motions passed by voice vote without recorded roll‑call tallies. Selectmen said they will forward the approved budgets to the budget committee as recommended.
