Second reading of Ordinance 2025-19, a package of proposed zoning ordinance revisions that includes several changes affecting signage, was deferred to the board’s next meeting after aldermen requested additional review time.
Staff and property owner representative David Lucky reviewed proposed edits that would, among other items, clarify rules for artistic/decorative signage, address multi-tenant commercial buildings’ sign treatment, adjust the abandonment period for nonconforming signs from 90 days to 365 days, and allow a 12-month grace period for new deed holders to occupy or substantially renovate a property before nonconforming status is lost.
Planning staff said the changes are intended to support an implementation push in the Westlake plan area — combining a sign-grant program with stronger rules to reduce nonconforming pole signs — but acknowledged some edits had not been seen by the Planning Commission. Alderman Sasse moved and Alderman Dixon seconded a motion to defer; the motion passed unanimously. Staff said they will email the Planning Commission the latest edits and return the ordinance for consideration at the next meeting.
Board members asked that the packet clearly highlight the changes and that staff solicit any Planning Commission comments before final action. No final ordinance language was adopted at the Oct. 14 meeting.
