BSRB executive director reports licensing system migration, disciplinary tools and a proposed strategic plan

David Fye, executive director of the Kansas Behavioral Sciences Regulatory Board, updated the Licensed Psychology Advisory Committee Oct. 14, 2025, on agency operations, disciplinary resources, and planning efforts.
Fye said the board is about eight months into a planned two-year migration of its licensing platform to Acela. The change is intended to let applicants apply for licensure electronically via a guided question series, integrate payments, and reduce manual clerical work that currently lengthens processing times. Fye said testing and launch remain about a year to a year-and-a-half away.
Fye also urged licensees to consider using CE Broker ahead of upcoming renewals in June 2026 to simplify continuing-education documentation, noting that sign-up is optional but that some licensees report positive experiences.
On disciplinary processes, Fye described a new contracted resource, EBOS, that provides remediation, education and confidential tools when licensees have discipline-related issues requiring specialized support. He said the board is reviewing its investigation policy, will standardize language where possible across professions, and will seek Department of Administration and Attorney General review before releasing proposed changes for public comment.
Fye said the board is considering how to standardize notification to clients when a provider is practicing "under direction" as distinct from supervised practice, and that the board has decided to expand the Complaint Review Committee (CRC) from five to six members to reflect newly licensed professions.
Finally, Fye said the board endorsed creating a strategic plan and will undertake a SWOT analysis to craft a multi-year plan with an expected completion in about a year. He noted that the board will continue to examine its disciplinary and investigation policies in light of interim legislative committee inquiries into other health boards.
