The Kansas Behavioral Sciences Regulatory Board's Licensed Psychology Advisory Committee met remotely Oct. 14, 2025, approved its meeting agenda and the minutes from Aug. 12, 2025, and by consensus recommended Dr. Daniel Garlock to the BSRB for appointment to the advisory committee.
The committee also reviewed several Kansas Administrative Regulations (K.A.R.) and agreed to forward recommended edits or actions on several items to the full board for consideration. Committee members reached consensus to: (1) recommend edits to K.A.R. 102-1-3(b) (reciprocity applications), (2) recommend edits to K.A.R. 102-1-4 (examinations/accommodations), and (3) recommend revocation of K.A.R. 102-1-6 (licensure action by the board), which the staff said is no longer necessary because most licensure approvals are completed by staff rather than the full board.
Why it matters: The advisory committee's recommendations are advisory to the BSRB and are the step before proposed regulatory changes are drafted or filed. The appointment recommendation fills an open advisory committee seat and affects representation on future advisory work.
What the committee did: The committee opened with roll call and approved the agenda on a motion taken and seconded (mover recorded as Linda Heitzman Powell; second Jay Middleton) and then approved the Aug. 12, 2025 minutes (mover Sarah Kirk; second Christopher Leonard). Later in the meeting, members discussed applicants for an open advisory-committee seat and, after discussion, the committee moved by consensus to recommend Dr. Daniel Garlock to the full BSRB for appointment.
Regulatory actions: Staff and the committee identified specific draft edits for K.A.R. 102-1-3(b) and K.A.R. 102-1-4 and recommended revoking K.A.R. 102-1-6. The committee tabled longer or more complex regulations (including the application-for-licensure-by-examination regulation, K.A.R. 102-1-3(a)) for further review and asked staff to prepare marked drafts reflecting the suggested language changes.
Next steps: The staff will prepare draft regulatory language and supporting materials for the committee and the BSRB. The committee scheduled its next meeting for Dec. 9, 2025, when it will resume review of remaining regulations and consider any board-level action on the items it advanced.
