Henrico County supervisors on Oct. 14 approved a package of rezoning requests, provisional-use permits, parkland acquisitions and administrative resolutions while deferring one notable subdivision rezoning for a later decision.
The board voted to approve small- and mid-scale housing and commercial rezonings across several supervisory districts, accepted a $2.15 million appropriation to acquire 5301 Francistown Road adjacent to Echo Lake Park, approved a conservation easement for Woodland Cemetery and authorized the county manager to finalize an updated water-supply agreement tied to the Cobbs Creek reservoir. Planning staff presented each item and took public comment where indicated.
Why it matters
The approvals add modest housing capacity in multiple districts, secure additional parkland in the Brooklyn District and put county support behind a renewed intercounty water agreement. The deferred Main Street Homes case in Tuckahoe — where neighbors, the HOA and the developer remain at odds over stormwater management, driveway materials and school enrollment yield estimates — keeps a contentious local matter unresolved until Nov. 12.
What the board decided
Most votes were procedural “aye/any opposed?” roll calls with no detailed tallies recorded in the public record. Key outcomes included approvals for conditional rezonings, provisional use permits and county resolutions (see “Votes at a glance” below). The board deferred one conditional rezoning — Main Street Homes of Virginia — for decision only and asked parties to continue negotiations on outstanding issues.
Substance and debate
Main Street Homes rezoning (Tuckahoe). The board deferred REZ2025101470 (Main Street Homes, proposed 14 single-family lots) for decision only to the Nov. 12 meeting after an extended public hearing and developer responses. Neighbors and the Covey Run Homeowners Association pressed the developer and staff on: whether an existing stormwater management facility (BMP) could be used (ownership/title to the BMP is contested and not currently transferred to the HOA), driveway surface materials (several residents asked that proffers limit driveways to aggregate), potential tree loss and the projected student-yield the schools used in staff reports.
Developer attorney Jeff Geiger told the board his client is willing to work with the HOA and pursue use of the existing BMP if the HOA or the prior developer can complete the legal transfer; he said, “we are ready, willing, and able to engage in the discussion about joining the HOA, and using that pond, if they are able to get us the legal right to do so.” Planning staff reiterated that some technical issues — wetlands, floodplain, lot sizing and a possible additional lot contingent on a future BMP conveyance — remain under negotiation.
School capacity questions. Supervisors and residents pressed staff and school officials about how enrollment and “functional capacity” numbers are produced. Planning staff said the school division provides the student-yield estimates used in staff reports, and that functional-capacity figures can change year to year because of building programming, pre-K allocations and other operational factors. For the Main Street Homes submission, staff reported a projected yield of roughly three elementary students from 14 single-family homes; some supervisors and residents said they believe the real-world yield could be higher.
Stormwater and title dispute. The Covey Run HOA president said the homeowners have been maintaining a stormwater basin that the county records indicate was never legally conveyed to the HOA; he asked the county to help resolve title problems. County staff said they have offered to assist by investigating county records and have been in touch with the HOA attorney to explore options but noted the county does not own the disputed parcel.
Parkland, cemetery and water agreements. The board approved a $2.15 million appropriation to acquire approximately 28 acres at 5301 Francistown Road to expand Echo Lake Park and noted the site’s historical and recreational value adjacent to Echo Lake Elementary. The board also accepted a conservation easement to protect Woodland Cemetery, a historic African American burial ground, and approved a staff recommendation that a proposed Tuckahoe Creek park trailhead location is “substantially in accord” with the 2026 comprehensive plan. Separately, supervisors approved authorization for the county manager to finalize an updated water-supply agreement with Cumberland County related to the Cobbs Creek reservoir project.
Public comment highlights. Public speakers raised several themes during the public comment period: opposition to large data centers and related industrial uses near residential neighborhoods and schools; a request for more local support for regional transit (GRTC) funding; concerns about voting-system security and voter-roll accuracy raised by a citizen; complaints about live-event noise; and concerns about the addition of fluoride (referred to in testimony as hydrofluorosilicic acid) to the public water supply. The board accepted the comments for the record.
Ending
Several items — mostly the smaller rezoning and permit applications — passed with standard affirmative voice votes recorded in the meeting minutes; the Main Street Homes rezoning was deferred for a decision-only hearing on Wednesday, Nov. 12, to allow further negotiation on stormwater/title issues, driveway materials and school impacts.
