At its Oct. 14 meeting the Midlothian City Council took the following formal actions (motions/votes). Items are listed by agenda order with outcome and key details.

- Specific-use permit — Massey Heritage (internally lit monument signs): Approved 4–3. (See separate story.)

- Rezoning — 615 North Seventh Street (commercial to light industrial): Denied 7–0. (Public hearing; staff recommended denial.)

- Detailed site plan — Hawkins Meadow Commercial (Lot 3 B3 Block 1): Denied 7–0. Staff recommended denial; planning and zoning recommended denial 5–0.

- Professional services — South Fourteenth Street roadway extension (AKV Consulting Engineers): Approved 7–0. Contract amount $422,881 plus $20,000 owner’s allowance (total $442,881). Approval authorizes design and right-of-way work; construction will require future council approval.

- Federal grant acceptance — SAFER grant for fire staffing (Station 4): Approved 7–0. Grant award funds nine positions to allow earlier opening and staffing of Station 4; staff said the grant accelerates planned hires and reduces near-term overtime costs.

- Consultant services — Midlothian History Museum and Visitor Center (Nikki Diller): Approved 7–0. Agreement not to exceed $132,000; scope includes planning, content development, design, fabrication and operations launch; funding from hotel/motel tax revenue.

- Community survey — ETC Institute: Approved (motion and second recorded). Contract not to exceed $24,250 to conduct a 500-random-sample community survey (±4.4% margin of error at 95% confidence); council will finalize survey questions with the consultant.

- MCDC grant — Harvest Hill multipurpose recreation facility (pickleball, courts): Approved 6–0 (MCDC request). MCDC approved a $200,000 grant to Harvest Hill to develop a public outdoor recreation facility including dedicated pickleball courts; council approved the expenditure.

- Real estate acquisitions — Two property purchases for right-of-way: Approved (motions passed 6–0). Council authorized the city manager to negotiate and execute purchase agreements for a 0.172-acre tract (Sherian F. Watson) for $40,000 and a 0.287-acre tract (Joseph M. and Gail H. Bridal) for $50,000 (plus fence replacement and closing costs) to support McAlpin and Mockingbird Lane roadway projects.

- Personnel items — Compensation adjustments: Approved 6–0. Council approved a 4% increase to the municipal court judge’s annual compensation and a 6% increase (2% study + 4% merit) for the city secretary.

Ending: Many of the approvals (design contracts, grant acceptances and consultant agreements) will require follow-up steps — contract execution, right-of-way work, design milestones and budget tracking — and staff said it will return to council with schedules and cost estimates as projects advance.
