County administrator previews 2026 budget process; public hearing set for Nov. 6, levy resolution Nov. 12

County administration provided an update on the 2026 proposed budget and public hearing schedule, and outlined timelines for the levy resolution.
The county administrator reported that a memo in the agenda packet outlines the current status of the budget process and that a public hearing on the 2026 proposed budget is scheduled for Nov. 6; a resolution to approve the levy is expected at the Nov. 12 meeting. "There's a public hearing on the budget... which will be held on November 6," the administrator said, describing the two-step process of public hearing and final levy resolution.
Staff said there are no major new proposals or significant changes in program spending compared with prior years; the most notable change is that employees will be sharing a greater portion of their health-insurance premiums. Staff listed past funding sources (ARPA and other state shared revenue) as already incorporated and said the budget will focus on mandated services and net new construction increases in the levy base.
Supervisors were encouraged to review the budget materials in the executive-committee packet and submit questions to staff in advance of the public hearing. The administrator asked that supervisors provide budget questions to staff to improve the efficiency of the hearing.
The board received the update; formal budget action will follow the scheduled public hearing and the Nov. 12 levy resolution.
