Commissioners and Coastal Resilience Committee members discussed how the two groups should coordinate and how the Conservation Commission sets its agenda.
Commission Chair Sue Giddens and members said a separate joint meeting with the Coastal Resilience Committee was planned; commission and committee members confirmed an October 28 meeting at 2:30 p.m. for the resilience discussion and discussed consolidating time-sensitive special meetings (for example to hear Bayberry Hill and the Blansfield/Glance Field DEM matter). Members raised concerns that agenda items are finalized on short timelines and that commissioners sometimes do not see key materials before a meeting.
Commissioners asked staff to clarify the official process for adding items to the agenda. Staff said the standard procedure is to e-mail the chair and copy administrative staff (Amanda) and that items requested at least 14 days before a meeting are most reliably added because of newspaper posting and public-notice deadlines. Commissioners asked staff to circulate a one-page checklist for application review and to make paper copies available at meetings.
Commissioners agreed to add an agenda item at the next regular meeting to formalize expectations for agenda-setting (how to request items, timelines and how to avoid inadvertent rolling quorums). The Coastal Resilience Committee and Conservation Commission organizers agreed to try to consolidate special meetings where practical to reduce meeting fatigue and to ensure time-sensitive items can be addressed with applicants present.
No formal governance changes were made at the Oct. 14 meeting; the group asked staff to prepare materials and a draft process for consideration at the next meeting.
