The Planning and Zoning Commission recommended approval 7–0.
Council debate focused on traffic impacts from converting office zoning to a commercial district that allows additional potential uses. Council Member Ben said making the site commercial could generate “additional traffic in an area that we already have too much traffic,” noting driveways would not be at signalized intersections. Kelly and David (staff) replied that site constraints and limited square footage likely restrict intensely traffic‑generating uses and that required parking varies by specific use, which could limit some higher‑traffic businesses.
Kelly also noted the city’s ongoing Unified Development Code (UDC) work: the current request aligns with proposed code updates and would convert to the neighborhood‑commercial designation once the code is implemented. One council member asked whether the specific proposed bakery/cookie shop use was allowed under current office zoning; Kelly said the bakery was listed as an allowed secondary use under the existing district.
With no public speakers, the council moved and approved the rezoning; Council Member Butler recorded his opposition in the vote.
