At a Pulaski County Quorum Court meeting, justices voted unanimously to send ordinance 25I-66 to the full quorum court with a "due pass" recommendation. The ordinance authorizes Jose Romero to file an application for a private‑club permit that would allow on‑premises beverage sales at his restaurant in District 8.
The motion was seconded and discussed briefly by Justice Keith, who said he supports the new small business in his district and encouraged colleagues to consider the application. Justice Keith said the restaurant is approaching its one‑year anniversary and that alcohol sales are intended to complement, not replace, the food service. Jose Romero, the applicant, told the court, "I opened my restaurant. We're coming up on a year on Halloween... drinks help bring more people in. I'm not trying to open a dive bar... just offer a couple bottle[s] of beers and go with our great Mexican authentic style Mexican food." Romero identified his location as in Landmark District 8.
Court staff and colleagues clarified that the private‑club permit is required because the restaurant is located in an otherwise dry historic township. County staff explained the Alcoholic Beverage Control authority (ABC) will make the final determination on the permit; the ABC will not consider an application until the court has given consideration and a recommendation.
The roll call recorded 15 ayes and no nays. The court chair said the item will proceed to the full quorum court with the due‑pass recommendation.
