The Hutto Planning and Zoning Commission on Oct. 14 approved the final plat for Titan Innovation Business Park Phase 3, Block 5, Lot 1, a 13.021-acre industrial parcel, and added a condition requiring vehicle access from the southwest corner of Lot 5 to New Technology Boulevard.
John Byron, planning manager, told commissioners the entire Titan Innovation Business Park Phase 3 totals “just over 51 acres of land” and that the final plat before the commission would create a single industrial lot zoned LI, or light industrial. Byron said staff reviewed the submittal for compliance with state law and the city Unified Development Code and recommended approval “with the condition that all fees are paid prior to plat recordation.” He also said the applicant waived the statutory “shot clock” under Local Government Code §212.009.
The commission discussion focused on access and traffic. Commissioners raised concerns about a long, flagged driveway on Lot 5 that staff and others described as about 1,200 feet in length and 50 feet wide at its opening on Limmer Loop, and about the driveway’s grade. Commissioners said large delivery vehicles and semis using that Limmer Loop access could create safety and queuing problems at the nearby Innovation Boulevard intersection. Commissioners noted the road layout originally planned a connection (Technology Boulevard) that would have linked north and south portions of the business park but that changed during earlier project phases.
Byron confirmed the flagged driveway would provide shared access to Lot 5 and that the plat is consistent with the future land use designation of employment center. Commissioners asked whether the other lots to the north would share that access; staff replied the driveway is shared access for the site as shown. Commissioners also discussed transportation mitigation: staff said the applicant completed a traffic impact analysis (TIA) as part of the development review and that turn lanes and impact fees are being negotiated with the city and TxDOT as applicable.
Commissioners moved to approve the final plat “as presented with the condition that the southwest corner of Lot 5 have vehicle access to New Technology Boulevard,” while retaining all staff-recommended conditions. The motion passed, 6-0.
Why it matters: commissioners approved the lot needed to allow industrial development in an area already annexed and zoned for light industrial uses, but required the developer to provide an alternate access route to reduce heavy-truck traffic on Limmer Loop and potential conflicts at the Innovation Boulevard intersection. The condition aims to preserve safety and circulation while allowing the development to proceed.
Votes at a glance: the motion to approve the Titan Innovation Business Park Phase 3 final plat with the added access condition passed 6-0. Commissioners recorded in roll call and present for votes included Commissioner Sherrod, Vice Chair/Commissioner Wirtz, Commissioner Hall, Commissioner DeLay, Commissioner De Leon and Commissioner Schrodt.
Details and next steps: staff will require payment of all fees prior to plat recordation and correct signature blocks on the plat. The developer has waived the Local Government Code §212.009 shot-clock. The new access to New Technology Boulevard is now a formal condition of approval; any design or construction for that access will be handled through subsequent engineering and construction plan reviews and any required TIA or right-of-way approvals.
