A council member moved that the council meet in closed session "pursuant to Section 2.2‑3711.8(a) of the Code of Virginia, subsection 6," describing the subject as "the potential investment of public funds in support of a public festival." The roll call that followed recorded seven affirmative votes and no dissent; the motion carried 7‑0.
After the closed session the council reconvened and made the required certification by roll call that, to the best of each member’s knowledge, only lawfully exempted public business was discussed and only matters identified in the motion were considered. The council again recorded a 7‑0 vote on the certification motion.
