Board awards capital‑project management contract to Kitchell CEM for 2026–2028 with renewal options

The Madera County Board of Supervisors on Oct. 14 approved awarding a capital project management services contract to Kitchell CEM Inc., effective Jan. 1, 2026, for an initial three‑year term through Dec. 31, 2028, with two optional one‑year extensions.
Joel Begay, County Administrative Office, summarized the procurement. The county issued Request for Statements of Qualifications (RSOQ) No. 2025‑10 on July 28 and held an information session attended by about 30 prospective firms. Thirteen proposals were received; twelve met minimum submittal requirements and proceeded to evaluation. An evaluation committee composed of staff from the sheriff/jail division, public works and county probation convened in early September; on Sept. 8 the committee recommended Kitchell CEM with a score of 288 out of 300. Kitchell scored highest on team qualifications, relevant experience and billing rates, Begay said.
Begay also told the board staff are evaluating moving general services into public works and reviewing options for delivering construction management services (in‑house, hybrid, or contractor). He said awarding this contract does not preclude future changes to how the county organizes construction management.
The board approved the recommendation and authorized the chair to sign the agreement by unanimous roll call vote.
Action details: RSOQ No. 2025‑10; 13 submissions received, 12 qualified; Kitchell recommended by evaluation committee (288/300). Initial term Jan. 1, 2026–Dec. 31, 2028; two 1‑year extension options. No contract dollar amount was discussed during the meeting.

Next steps: Staff will execute the contract and begin transition planning to ensure the county’s 13 critical capital projects are managed from Jan. 1, 2026. The CAO and public works will continue analysis of potential organizational changes to general services and construction management.
