Fort Scott commissioners on Feb. 4 reviewed the Neighborhood Revitalization Program (NRP) and discussed wording changes to allow developers the option to receive tax-rebate proceeds for qualifying residential, commercial, or historic property improvements.
Staff explained the current state-regulated NRP structure and noted the city’s existing program offers rebates tied to a minimum 15% increase in appraised value: residential projects may receive a five-year rebate, commercial projects ten years and historic projects 15 years. Commissioners discussed an option proposed by developers that would permit the rebate stream to be assigned to a developer (instead of automatically to the final owner) so a builder could recoup some margin and make projects economically viable in Fort Scott’s market.
Commissioners asked how to verify whether developers pass savings to buyers and were told the city lacks direct authority to police private developer pricing; the rebate is an incentive and any transfer of proceeds to purchasers would be a private business decision by the developer. Staff said the program’s intent is to incentivize rehabilitation and new construction in target areas and discussed coordinating with Bourbon County for joint program outreach.
Commissioners directed staff to continue conversations with county partners and to refine program language for a future work session; no immediate ordinance change was adopted at the meeting.
