City staff asked the commission Oct. 1 to reauthorize the city’s downtown historic district and Riverfront Park common consumption area permit (existing ordinance 3756), which expires Nov. 21. Staff described the current geographic boundaries and noted a request to add Skubitz Plaza and the pavilion area to the designated boundary.
Commissioners discussed whether the common‑consumption area should be year‑round or limited to special events, the practical effects on vendors and street closures, and whether to extend the boundary eastward toward Scott Avenue. Several commissioners asked staff to consult the Fort Scott National Historic Site superintendent about including the pavilion and Skubitz Plaza, and to return with a map and ordinance language.
