Commission approves Fort Scott pavilion substantial completion and final payments

The commission approved a certificate of substantial completion for project number 22‑031B (Fort Scott Pavilion, contractor Spruce Construction Inc.) and authorized payment application number 5 and payment application number 6 (final retainage) at the Oct. 1 meeting.
City Engineer Jason and staff inspected the pavilion after the contractor addressed punch‑list items including paint coverage, sticker removal and rust mitigation. Jason said the contractor returned to correct deficient areas and that visually the pavilion was ready for substantial completion.
Action taken A motion to approve the certificate of substantial completion passed on a recorded vote. Commissioners then moved and approved the two payment applications, including the final retainage, and recorded affirmative votes.
Taper: Staff will process the payments and the project will move from construction punch‑list to closeout procedures.
