Commission approves CDBG application for Memorial Hall masonry, window and roof repairs

At an Oct. 1 public hearing, Carrie Spoon, executive director of the Southeast Kansas Regional Planning Commission, described a proposed Community Development Block Grant (CDBG) application for repairs at Memorial Hall. She said the project would replace windows with aluminum units, replace steel lintels, restore damaged brick and cast‑stone masonry, repoint mortar joints and restore a northeast roof corner.
Spoon said the estimated total project cost is $751,484.75 and the grant request is $569,000. The public hearing produced no comments opposing the project. The commission voted to approve the city’s submission of the CDBG application under the Kansas Department of Commerce community centers and parks category.
Why it matters: Memorial Hall is a public facility that serves cultural and community events; the proposed work addresses water intrusion and masonry deterioration that commissioners and staff had identified during prior inspections. If the grant is awarded, the work would fund window replacement, masonry restoration and limited roof repairs at two known leak locations.
Action taken The Commission voted to proceed with the application and authorized the mayor to sign required application documents. The motion passed on a recorded vote.
