Commissioners authorize one-year agreement with Regroup for county mass notification service

Clearfield County commissioners voted Oct. 14 to authorize a one-year agreement with Regroup for countywide mass notification services. County emergency-management staff explained Regroup’s platform is cheaper, can be faster, and offers a package that includes a bank of text-message credits that can be used for fire, EMS and police paging — potentially removing the need for individual municipal departments to buy separate services.
EMA director Dave McClure said Regroup’s proposal includes 350,000 free text-message sends in the first year that the county could use to reestablish automatic paging to fire and EMS units; the county will continue to use CodeRED during the data-transfer and onboarding period. The county’s procurement review found Regroup offered a lower cost. The board authorized a one-year agreement at $8,500; staff said Regroup also offered a multi-year discount but the board opted for a single-year contract to test the service first.
County counsel and staff confirmed there is no automatic renewal clause and the vendor will propose renewal pricing if the county wishes to continue after the initial year. The board voted to approve the contract by motion and second; commissioners asked that the transition be coordinated so there is no gap in service, and staff said Regroup will not bill the county until the CodeRED contract expires (May 31, 2026), and there should be no downtime during the migration.
The contract will be reviewed by county counsel and EMA staff; a fuller rollout and public education plan will be scheduled before the county begins using the Regroup app for citizen enrollment.
