Board approves intergovernmental agreement enabling West Mountain coalition to buy Mountain Valley mobile home park

The Board of Trustees voted unanimously on Oct. 14 to adopt Resolution No. 9, Series 2025, approving an intergovernmental agreement (IGA) among the Town of Carbondale, Eagle County Housing and Development Authority, Pitkin County, the city of Aspen, the city of Glenwood Springs, the town of Snowmass Village, the town of Basalt and the West Mountain Regional Housing Coalition to enable the acquisition and implementation steps for purchases of local mobile-home parks.

Trustee Collins moved to approve Resolution No. 9; Trustee Jess seconded. Mayor called for the question and trustees voted aye; the motion passed unanimously. Staff said the IGA confirms final committed amounts from participating jurisdictions, assigns the distribution of proceeds to each park, and lists the documents and instruments needed to implement acquisition and post-closing actions.

Town staff described the IGA as the mechanism that enables Carbondale’s previously announced contribution to the regional effort and allows coordination of purchase, financing and property management steps through the housing coalition. Trustees offered brief public thanks to staff and regional partners and recognized the purchase as a multi-jurisdictional effort affecting dozens of homes and hundreds of residents.

No additional board action was required at the meeting beyond adopting the resolution; staff and coalition partners will proceed with the implementation documents identified in the IGA.
