Councilmember McDonald presented the proclamation and noted the city—s 0 Waste resolution and partnerships with regional groups; she said the events run Oct. 11—18 and include swaps, tours, fairs and film screenings. Leslie, who identified herself as an executive director with 0 Waste Sonoma, thanked the council and said the program had expanded into Marin and Napa counties.
During public comment, Roseland volunteer Duane DeWitt praised the program and asked whether volunteers or non-elected community members could serve on the 0 Waste Sonoma board as alternates. Mayor Stapp noted the city historically appointed a staff alternate with technical knowledge, and Councilmember Okrepkie moved to appoint Josh Carstensen as the alternate. The motion was seconded by Councilmember McDonald and passed 6-0 (Vice Mayor Alvarez absent).
DeWitt urged the council to consider broader volunteer participation for future appointments; some council members acknowledged the request and said there are ways for volunteers to engage in 0 Waste activities locally.
There was no separate formal vote recorded on the proclamation reading itself; staff and 0 Waste Sonoma representatives took a photo following the proclamation.
