Lake Elsinore — At its regular meeting, the City Council received a third-quarter public-safety briefing from Riverside County and recognized the city's lake management plan with a statewide award.

Lieutenant David Clark of the Riverside County Sheriff's Office presented calls-for-service and arrest data for July through September. Clark said calls for service in July were about 4,000 (down from 4,800 the previous year), August about 3,800 (down from 3,900), and September 3,485 (up from 3,389 the previous year). Clark noted that, taken over the six-month period shown on the department's chart, many Part I crimes trended downward compared with the same period in 2024: aggravated assaults, robberies, rape and homicide counts were lower, and burglaries, larcenies and vehicle thefts showed decreases overall despite some monthly increases.

Clark reported specific arrest counts: 47 felony arrests in July (down from 81 in 2024), 48 in August (down from 79) and 50 in September (up from 49). He also cited response-time averages for priority-one calls of just under six minutes in July, slightly over six minutes in August and nearly eight minutes in September, and explained that training of seven current trainees (with two more joining) can temporarily lengthen response times.

Separately, Jesse Ramirez, Riverside Division manager for the League of California Cities (Cal Cities), presented the League's 2025 Helen Putnam Award for Excellence to city staff for the lake management plan. Ramirez said the award recognizes outstanding achievements among the League's roughly 450 member cities and praised the lake plan as a data-supported effort that revitalized the lake and improved quality of life. City Manager Jason (last name not specified in the transcript) and staff members Adam and Bailey were recognized by council members for their roles in developing and implementing the plan.
